5-Layer Constitutional Governance

Every Core operates under a 5-layer constitutional enforcement architecture. Governance is structural — it cannot be bypassed or configured away.

Phase Authority Stack

Defines which governance laws apply per execution phase. No phase can inherit laws from another phase.

Routing Policy Enforcer

Enforces read/write boundaries per component. A Core cannot access data outside its declared domain.

Fail-Closed Evaluator

Any governance violation triggers an immediate HALT. The system never proceeds on a boundary breach.

Human Oversight Gate

Mandatory human review at all high-stakes decision points. Cannot be bypassed or configured away.

SHA-256 Evidence Chain

Cryptographic fingerprint on every output. Full lineage from input to final artifact — tamper-evident at every step.

Every action in Mentis Console is SHA-256 hash-chained, tenant-scoped, and fail-closed on violation.
